Job Description

The Sr. Manager, Application Development delivers the technical solution for a project that meets the
business needs and allows the project to meet its goals. The role develops standards and practices to
be used across the development and support organizations by Development Managers, Developers,
and other technologists. This role will lead the day-to-day activities of the development managers,
development resources both on and off shore, and other technologists as applicable, including
collecting status, answer questions, and resolving technical issues. The role will develop technology
solutions and guide the solution development by Development Managers, Developers, and other
technologists. The role will be both accountable and responsible for delivery of those solutions to
specifications that follow the standards and practices approved by the department.

The Sr. Application Development Manager is responsible for the pure technical projects within the
development area. These may include data, code upgrades, platform upgrades, integration, or other
areas of indirect business benefit. The role is also responsible for the data and integration design
compliance of solutions within other business streams and developed by other technoligists within the
development group.

The Sr. Application Development Manager is responsible for the planning and estimation of the
technical portion of projects both with validating scheduling and estimates. The Sr. Application
Development Manager will conduct interviews of both on-shore and off-shore technical resources and
contribute to performance evaluations for all on and off shore development staff.

The role will need to contribute to all active projects, as well as, manage multiple independent projects
through the system development life cycle. During the technical solution phase, they will provide
leadership and direction, balancing the business requirements and the architecture direction focused
on completion of all projects on time, on budget, with expected scope and quality, and within the
technical guidelines accepted by the department.

Position Description

Lead and Manage day-to-day development activities including within the company's
application software development function. Oversees the work of a team responsible for
designing, building, testing, deploying, maintaining, and supporting applications as well as
providing guidance and oversight to the Development Managers and other technologists.
This includes:
• Answering day to day questions on technology from developers, both on-shore and offshore.
• Understanding how the technology being implemented works and being able to explain it to others: both technologists and laypeople.
• Owning delivery of technical solution and ensuring its supportability.
• Completing Internal Design Reviews / Code Reviews / and guiding Development Managers through the Architecture Review process (ARB)
• Facilitating Vendor relations.
• Managing technical requirements including creating requirements for the infrastructure team and creating the job schedule.
• Ensuring creation of the Run books and the Operational Guide for application support.
• Answering technical questions and resolving technical approach issues that come up during the project.
• Providing documented option analyses and leading/driving decision making on those options.
• Recommending Coding Standards or configuration standards if they don’t exist for that technology (to be approved by architecture team).
• Insuring that technical deliverables and practices are of appropriate quality and thoroughness and adhere to IT approved standards, methodologies and templates.
• Providing leadership to the technical resources and work to ensure that project milestones are met.
• Consulting and mentoring technical resources concerning methods, procedures, and standards to be used during design, development, and unit testing phases of system development projects.
• Provide resource and cost estimates for project planning.
• Interviewing, assigning and evaluating development staff resources, internal and external both on shore and off shore.

Lead in Developing Solutions including:
• Developing the project solution across different technologies, in line with the IT architecture direction and standards.
• Creating or overseeing the proposed technology approach and guiding it through the architecture review process.
• Participating in selected product selections associated with the application portfolio.
•Reviewing requirements document, asking clarifying questions to elicit detailed requirements when needed, ensuring that the solution is implementable and that requirements are clearly defined enough that they are testable.
•Contributing towards investigation and options analysis around technical decision and business decision that drive increase cost (scope changes).
•Defining integration and dependency between multiple technical components of a project, i.e. Server Build, •Code, Database, Data location over various systems, etc. and having recommendations approved by the Archicture Review Board.

Participating in project planning including:
• Leading decision and options analysis on technical issues that cross technical boundaries and driving them to conclusion.
• Reviewing and approving the project schedule for feasibility and alignment with estimates.
• Communicating status information to the Project Manager(s) concerning project technical issues; escalating issues and risks to the Project Manager(s).
• Providing risk and issue mitigation options when needed.
• Assisting in the resource planning for project.

• Project manage assigned technical projects to completion on time, on budget, and with expected scope and quality.

Position Qualifications

  • 10+ years of experience a related discipline
  • Bachelor's degree in IT or a related discipline
  • Advanced knowledge in SDLC methodology, conceptual design and analysis
  • Broad knowledge across multiple technology disciplines
  • Project and program management responsibilities, including budget and direct report management
  • Experience with out-of-box software, custom software packages, and third-party implementation
